For me, he was wandering around, right back over on the platform connected to where you just teleported in. Directly below where the Lich King would be up above you.

questhelper is incorrect. From the place where you take the quest, go in the cavern to the north (just behind the tents in the encampment) exit the gallery and then turn on your left,follow the path, it will lead you to a sort of citadel in a vale. Scourge commander Thalanor walks there at 34.30
