According to DragonsAfterDark's comment you might need to complete the full Sponde del Risveglio's Uno scopo ripristinato storyline to make Vazallia and her quest available.

Make sure you've also finished the Worldbreaker side quests to unlock Fornitore Vexil's vendor options, she's in the cave where you complete some of the quests (maybe check Beverage coords). When you did, IMMEDIATELY purchase Rum Lanciafiamme, you'll need it later.Starts at Lingotto at /way #2022 39.43 48.33

To get things started for this battle pet, head to the northwestern coast of Sponde del Risveglio and find Vazallia in the Hissing Grotto at /way #2022 20.14 39.54
Sometimes you have to wait a moment (up to 150sec) while she's flying around in her dragon form. When you talk to her and ask what she's doing there, it'll trigger hidden quest and make Il giorno libero del drago available.

Do her a favor and find some difficult-to-locate drinks to refresh their supplies. Talking to Kora Gonfievele near Obsidian Bulwark's FP will hint the drinks' locations, for people who don't care about the riddle part here are the coordinates: /way #2022 34.74 46.73 Flameslinger Rum

When you purchased Rosso di Kul Tiras, throw it at an air elemental (i.E. Elementale del Vento Sfrenato around the coordinates listed) to transform it into Vino Turbinante.
Porto Elfico Clandestino is sold by Obsidian Throne Innkeeper Stabitha Colpochiaro.

When you have all 7 drinks collected, head back to Hissing Grotto and get your XP/Gold reward... and your "surprise" Spyragos pet ;-)

Spyragos is a reward for completing Il giorno libero del drago side quest.

Il giorno libero del drago is a hidden side quest. You can reveal it by talking to Vazallia Sponde del Risveglio at 20.18 39.58.
Ask her <<What are you doing here?>> to reveal the quest. If Vazallia is not here you need to wait until she gets back from patrolling.
All drinks can be found across Sponde del Risveglio, you don't need to travel to other zones to collect them.

Spyragos Is a reward from a Hidden sidequest in the Waking Shores called Il giorno libero del drago

To gain access to the quest you'll need to complete the campaign in the waking shores, up to Wrathion's Gambit. Once you've done this, you can pick up the quest from Vazallia at the Hissing Grotto.

She sometimes turn into a dragon and fly around the grotto, where you can't pickup the quest, just wait till she's back at the cave in human form, should be around 2 minutes at max.

To be offered the quest, speak to her and ask her what she's doing. She'll reply "Anything I want" and offer the quest.

Before you do any quests, two of the 6 drinks, you'll need for the quest, are available for you to pick up:

For the Whirlwind Wine there are three steps:
1. Purchase Rosso di Kul Tiras from Kora Gonfievele at /way 43.0 67.4
2. head to /way 76.32, 47.33 and find a Rampaging Wind mob
3. Throw the Rosso di Kul Tiras at one of the Rampaging Wind, and it will spit out Vino Turbinante into your bag, so make sure you have room, or you'll have to do it again.

For the final drink, Rum Lanciafiamme you will need to complete a side-quest chain called The Worldbreaker chain. You can start the chain at Ingot /way 39.44, 48.30 Ingot

Once you complete the chain, Fornitore Vexil will be inside the cave and to the left of where you've been in the questchain

A strange membership, temporary titles and secret pets

A strange membership or temporary title is a sign that you have access to a secret quest line -- for a short time. In the Waking Shores, watch for:

Iscrizione del Devastamondi. This item unlocks a secret quest, Il giorno libero del drago, that rewards the whelpling Spyragos. The Membership is a random drop from chests awarded by Igys il Credente for Chiave d'Ossidiana Ripristinatas. See Steps 4 and 5.
Il giorno libero del drago requires you to buy or find 7 drinks in The Waking Shores. One drink, Rum Lanciafiamme, is sold only by Fornitore Vexil. Fornitore Vexil is located in a cave in The Waking Shores (34.8, 46.6). He's hostile. See Step 2 for quests that let you interact with Fornitore Vexil for a short period of time.

"Worldbreaker" title. Activating the Iscrizione del Devastamondi gives you the temporary "Worldbreaker" title. While you have the title, Primalists will drop Granulo di Magmas. This special currency lets you buy the mount Conchiglia di Lumaca di Mondo Addormentata for 1000 Granulo di Magmas from Fornitore Vexil. You can also buy a Iscrizione del Devastamondi to have on hand when your "Worldbreaker" title expires for 20 Granulo di Magmas. As long as the "Worldbreaker" title is active, you can also buy Rum Lanciafiamme and Spuntino al Miele (for gold).

Honorary Dryad title. The title unlocks your ability to interact with a Cucciolo di Orso Primordiale in The Azure Span near the Thaldrazsus border (67.6, 18.60). Feed it one piece of Spuntino al Miele and three Pezzo di Drospo Cornutos and you receive a Cucciolo di Graffianeve The Spuntino al Miele can be bought from Fornitore Vexil and the Pezzo di Drospo Cornuto can be farmed. Both items can be bought on the Auction House.

Getting Spyragos
1	Pick a character that that is eligible to Lealtà unica at the Obsidian Citadel. If the character is eligible, you'll see a yellow question mark on the zone map over the Obsidian Citadel. (This is an outdoor quest, not a dungeon.) This character will need to farm the Primalists surrounding the Citadel. The Primalists drop Frammenti di Chiave and Telaio per Chiave. You'll need a lot. Thanks to IzaIllia who pointed out that you must finish Lealtà unica and Chiavi di lealtà, before you start working toward Il giorno libero del drago. IzaIllia says, Be sure that you have finished your weekly quest with either Wrathion or Sabellian. After that quest is complete, Igys will get a blue question mark above his head. Who is Igys il Credente? Igys il Credente is a dragonkin who spawns once you have completed Lealtà unica and Chiavi di lealtà. Igys il Credente will ask for Chiave d'Ossidiana Ripristinatas and reward you with chests that may contain Iscrizione del Devastamondi. The blue question mark means Igys il Credente is up daily, for the rest of the week. Location: coordinates 32.5, 52.4. The location is to the right of the Obsidian Citadel past a lava waterfall. See screenshot. Nearby is the dragon Doventhal il Prescelto who offers a weekly quest, Come il vecchio capo. Once you turn it in, Fornitore Vexil will once again be neutral for a short time.
2	Do I have to complete the optional side storyline: “In the Shadow of His Wings” to get Il giorno libero del drago? No, it's not necessary. There are 3 quests that will let you interact with Fornitore Vexil for a short time and buy Rum Lanciafiamme for a few gold. 1)	Complete the Optional four quest storyline: “In the Shadow of His Wings”. After you complete the final quest, All'ombra delle sue ali, Fornitore Vexil will be neutral for a short time.
After you complete Lealtà unica and Chiavi di lealtà in the Obsidian Citadel area you have more options:
2)	*Best* The dragon Doventhal il Prescelto will offer the weekly quest, Come il vecchio capo. After you complete the quest, Fornitore Vexil will be neutral for a short time.
3)	The dragonkin Igys il Credente will reward you with a treasure cache for each Chiave d'Ossidiana Ripristinata you provide. Eventually, a cache will drop a Iscrizione del Devastamondi. The Iscrizione del Devastamondi gives you access to Il giorno libero del drago, but it does not let you buy from Fornitore Vexil. Activating the Iscrizione del Devastamondi gives you a two-day "Worldbreaker" title. You may buy from Fornitore Vexil while the title is active. If you die, you lose the title. While you have the title, Primalists will drop Granulo di Magmas. This special currency lets you buy the mount Conchiglia di Lumaca di Mondo Addormentata, a backup Membership and other items.

How to check for completion of the storyline quests

Open the Achievement tab > Quests > Dragonflight.
At the top of the screen select: All, Completed or Not Completed.
Scroll down to Visitatore delle Sponde del Risveglio and check for “In the Shadow of His Wings”.

Check for the completion of the quests in the storyline: “In the Shadow of His Wings”.

Once you've complete the weekly Lealtà unica and Chiavi di lealtà, you'll get a quest from Doventhal il Prescelto called Come il vecchio capo. The dragon is located just past the Obsidian Citadel (32.0, 52.20), near Igys il Credente. See screenshot. Turn in the quest, then return to the cave. Fornitore Vexil will be neutral for a short time.
Buy:

Rum Lanciafiamme required to acquire the whelpling Spyragos
Spuntino al Miele required to acquire the pet Cucciolo di Graffianeve

If you log out, Fornitore Vexil be hostile again.

If you'd like to do the storyline, “In the Shadow of his Wings”, go see whelpling Lingotto (39.4, 48.20). He gives the first quest Pugno duro.
See Mypciscraze’s post on the "Shadow of His Wings" storyline. The final quest provides you with an immediate, temporary opportunity to buy from Fornitore Vexil.

The final quest in the storyline is also called All'ombra delle sue ali. After you kill your target, Cygenoth, go over to Fornitore Vexil and immediately buy:

Farm Primalists
The primalist mobs drop Frammenti di Chiave and Telaio per Chiaves. You’ll need a lot of these.

Thanks to ChipWhitehouse who points out that where you combine mats determines whether you generate a Chiave d'Ossidiana Superiore or a Chiave d'Ossidiana Ripristinata.

WARNING! Do NOT combine Frammenti di Chiave outside of the quest area! It will only make you Chiave d'Ossidiana Ripristinata. I needed a Chiave d'Ossidiana Superiore for Chiave d'Ossidiana Superiore and now I have to farm 30 more fragments cause I'm dumb. Don't make the same mistake I did if you need a Chiave d'Ossidiana Superiore.

Irathion and Sabellian want a Chiave d'Ossidiana Superiore. Make it in front of the one you're working for this week. Make only one Chiave d'Ossidiana Superiore. He'll ask for another. Ignore the request.
Igys il Credente wants a Chiave d'Ossidiana Ripristinata. Make it in front of him. He'll want another and another. Oblige him.
Both types of keys require the same number of mats to assemble one key: 30 Frammenti di Chiave and 3 Telaio per Chiaves.

The dragon Doventhal il Prescelto and dragonkin Igys il Credente

Both spawn near each other once you've completed Lealtà unica and Chiavi di lealtà. You won't see the quest markers on the zone map and they may be hard to spot. Look to the right of the Obsidian Citadel above the Primalist mobs on the rocks. Coordinates: Igys il Credente spawns at 32.2, 52.4. Doventhal il Prescelto spawns nearby at 32.0, 52.2.

Doventhal il Prescelto offers the weekly quest, Come il vecchio capo.

If you bought Rum Lanciafiamme from Fornitore Vexil in the past, you can skip this quest. Check to see if it's in your bags.
Otherwise, do this quest first before you interact with Igys il Credente. Follow a path up a short rise and then downhill. Your target, Vyzos la Profetessa is in the second cave. Descend into the cave and look for a ramp on the right. Turn in the quest and return to the cave. Fornitore Vexil will be neutral for a short time.

Buy:

Spuntino al Miele required to acquire the pet Cucciolo di Graffianeve

Igys il Credente asks for a Chiave d'Ossidiana Ripristinata.

Igys il Credente has a blue question mark over his head so you interact with him for the rest of the week. That helps if you need to farm more Primalists.

Create a Chiave d'Ossidiana Ripristinata in front of him. (It's fine if you've already created keys.) Igys il Credente will give you a chest. It's either a Cassa del Crepuscolo or Forziere del Crepuscolo. Either one could contain a Iscrizione del Devastamondi. He will continue to ask for a key and reward you with a chest. It may take 4 to 10 chests to get the membership.

When you find the Iscrizione del Devastamondi in the chest, you have access to the secret quest, Il giorno libero del drago. You don't have to generate a Worldbreaker title (by clicking on the Iscrizione del Devastamondi icon) to do Il giorno libero del drago. (I still have an unactivated membership.)

Go to the west coast of The Waking Shores (20.2, 39.6) and wait for quest giver Vazallia.

After a while a dragon will land and Vazallia, the dragon, will turn into her blood elf form. If you don’t see a yellow quest marker, interact and ask her what she is doing there. It’s Vazallia's day off and she’d like you to bring some liquid refreshment.

You'll see a list of the drinks on your screen. Click on the quest name, Il giorno libero del drago to see the map. You'll see Vazallia's location and dots showing the location of some of the drinks.

Caution:
Only travel on your own dragon.
You cannot buy any of the drinks at the Auction House! You must find them. A list of drinks appears on the screen.
Don't consume any of the drinks.
Don't die if you've activated the "Worldbreaker" title.

What about the "Worldbreaker" title?

After you have Spyragos pick a time to activate the "Worldbreaker" title. Just click on the Iscrizione del Devastamondi in your inventory. The title lasts only two days. If you die, you lose the title and can no longer buy from Fornitore Vexil. So, as soon as you activate the "Worldbreaker" title, go see Fornitore Vexil and buy a spare Iscrizione del Devastamondi for 20 Granulo di Magmas. Fornitore Vexil sells a Membership only to those with an active "Worldbreaker" title. You'll probably have enough money because the Cassa del Crepuscolos and Forziere del Crepuscolo contain Granulo di Magmas.

Once you activate the "Worldbreaker" title, Primalists will drop Granulo di Magmas. This special currency lets you buy the mount Conchiglia di Lumaca di Mondo Addormentata for 1000 Granulo di Magmas and other items from Fornitore Vexil.
Farming Granulo di Magmas

Detamble describes the best way to farm Granulo di Magmas:

A low stress method is to join one of the large raid groups farming the elemental storms, when there is a storm in the citadel area of waking shores. This is going on constantly right now, just search "storm" in group finder. A dedicated group or 2x4 is probably faster but this is very chill and low stress. The magmotes drop in raid group no problem.

To ferment the wine further, travel to the area of the Wingrest Embassy and locate a Elementale del Vento Sfrenato elemental in the area of 74.8, 43.5. There are many and anyone will do. (I threw bottles of Rosso di Kul Tiras at a lot of these elementals.) Toss the bottle at a Elementale del Vento Sfrenato and it will be thrown back to you as Vino Turbinante everytime.
Punch al Popfizz	bottle on shipwreck	39.4, 38.2	The shipwreck is off the west coast of The Waking Shores. The waypoint is marked in the water on the Wowhead map for Il giorno libero del drago. The shipwreck is above water and the green bottle is easy to spot.
Birra di Marea	keg in a cave	63.0, 79.8	The keg is found in a cave along the river between The Waking Shores and Thaldrazsus. It's marked on the Wowhead map for Il giorno libero del drago. Just be aware that Lago l'Annegato is protecting his brew. No problem.
Melma Bum Bum	jug on treehouse platform	46.9, 30.7	The swill is found in a white ceramic pitcher, next to a young Pandaren in a tree house. It's marked on the Wowhead map for Il giorno libero del drago. It's on the top platform of the tree house, so fly up. Hotkey a Kit dell'Aliante dei Goblin. If you fall and die, you may lose the Worldbreaker title.

To be able to start the quest for the pet, you need to have finished the Risveglio della speranza achievement which covers all the side questlines in the Waking Shores.

Go to coordinates 20,39 in the Waking Shores and find Vazallia. She patrols the area in her dragon form so you may need to wait a bit for her to come down to the area.
