To craft Chiave d'Ossidiana Ripristinata you have to combinate 30x Frammenti di Chiave and 3x Telaio per Chiave, you can get these items from Obsidian Citadel Mobs.

Apparently, if you have a quest called Artisan's Supply (profesion quest) you cannot combine fragments. As soon as you remove that quest, it works.

Related to the group event in the Obsidian Citadel - Waking Shores that can unlock several rares in the area

Kill mobs in the Obsidian Citadel area and collect Frammenti di Chiave & Telaio per Chiave
Combine 30x Frammenti di Chiave & 3x Telaio per Chiave fragments into 1x Chiave d'Ossidiana Ripristinata
Now you have an option to turn you key to 4 questgivers listed below in the table
You will also get reputation after turning in the key.
Every player can turn the key and when all of you collect 20 keys a quest starts and it unlocks the rare
Keys turn in gives rep with Irathion or Sabellian depending on which one you choose.
And they have different rewards vendors: Lorena Belle & Samia Inkling

Confirmed today that this key WILL GET DELETED if you fly out of the world quest area. It happened to me last week but I thought it might have been lag but I watched it go *POOF* from my bags as I left the area.

This does not happen with the repeatable key, only this Unique one

WARNING! Do NOT combine Frammenti di Chiave outside of the quest area! It will only make you Chiave d'Ossidiana Ripristinata . I needed a Chiave d'Ossidiana Superiore for Chiave d'Ossidiana Superiore and now I have to farm 30 more fragments cause I'm dumb. Don't make the same mistake I did if you need a Chiave d'Ossidiana Superiore

Bugged and misleading. gave one greater key to one dragon and the other is still asking for one, too- with a giant golden quest ! and everything.
