Sabbia Occasionale is the currency you need to purchase Essenza del Risveglio, which is one of 3 items you need to obtain the secret mount Bacio Divino di Ohn'ahra.

How to obtain the mount

First you'll need to gain access to the npc Godoloto.
To do this, complete the questline starting with Circospezione /way #2023 56.2 75.8 Initiate Radiya.
Questline can be done while leveling.

To unlock Il sussurro della brezza you'll need to pick up 3x Soffio Rubato di Ohn'ahra that drop from the last boss in Nokhud Offensive Khan Balakar.
It seems to drop at ANY renown level with Centauri Maruuk on live, however a higher renown lvl might increase the dropchances. Can be looted on any difficulty as well.

Once you have the 3x Soffio Rubato di Ohn'ahra, you want to head to Godoloto, and you'll be able to pick up Il sussurro della brezza.
The quest requires you to bring a couple of items:

3x Soffio Rubato di Ohn'ahra, that you've already obtained.

a Tier 3 Incenso Gioioso. This can be crafted by an Alchemist with 22 renown with the Centauri Maruuk, as they need to get Ricetta: Incenso Gioioso. You'll need 50 Alchemy to learn the recipé, however to get a guaranteed tier 3 Incenso Gioioso you'll need about a 250 skill in incenses as well. The Incenso Gioioso is thankfully BoE, so you can get this from other players, from the auction house etc.

Essenza del Risveglio is the last item needed. This is unlocked at renown 7 with Centauri Maruuk, and can be purchased from Quartiermastro Huseng for 1xSabbia Occasionale & 50xRifornimenti delle Isole dei Draghi.
Sabbia Occasionale drops from Time-Lost mobs in Thaldrazsus at about 5-10% dropchance. /way 60.0 82.0
Be careful not to click the Essenza del Risveglio as it will disappear from your bags and you'll have to get a new.

Once you've aquired all the items, head to /way 57.59 31.92. to turn in the quest and recieve your new bird transform mount Bacio Divino di Ohn'ahra.

Eternal Sand mobs are probably the best bet at getting this drop. On the hunt for 2 just now, will need a third at some point but I've had 1 drop in 24 kills. Not sure if 10% is accurate and my luck is awful (which it usually is for this sort of thing) or it's just not a 10% drop...

EDIT: my literal next kill (25th) dropped a second XD

Got Occasional Sand by killing one Eternal Sand in The Temporal Conflux, southern Thaldraszus. (NOT entering the temporal portal)

17 kills and mine dropped. Dont be like me and use the item you buy instead of turning it in for the mount.

Killed Time-lost mobs for several hours over two days, and never had one drop. Noticed that here on Wowhead, it does not list Time-lost mobs as dropping the sand, so I switched to killing Eternal Sands instead and it dropped after the seventh kill.

I'm not sure if they changed it in a patch or something, but I'm not convinced they drop from time-lost mobs any longer like some older posts mention. Don't be like me and waste two days farming time-lost mobs. Go for the Eternal Sands instead.

I was that fool who used their Essenza del Risveglio without knowing you needed one for the secret mount (Bacio Divino di Ohn'ahra). I went to the Shifting Sands in Thaldraszus, started killing some Time-Lost mobs like I was told to do. Was about 12 kills in when I thought to come here. Read that your best bet is to farm Sabbia Eternas instead, so I started doing that.

I killed exactly 30 Eternal Sands before one finally dropped, with their slower respawn times.

Just farmed mine for Ohn'ahra and was a bit unlucky getting it from the Eternals. Went over to the Antico Custode del Tempo and zerged all the Orologio Polverosos around him and got one. Mileage may vary, but if the group's up, might be more efficient.

So I went about grinding for sand for around an hour or so, killing everything in sight. Then I thought I'd check the AH for some and yep, 98 silver per sand lol
