Modello: Diapason Cristallino Can be purchased from Commerciante Hag'arth Near the docks of Morqut Village (new hub in 10.0.7). This will cost you 10x Prova dell'Artigiano and at least level 50 in Dragonflight Jewelcrafting.
Unfortunately, the rare quality item required Forchettone Cristallino drops from any mob on the Forgotten Reach, and it is NOT limited to only jewelcrafters. You can get the cooking item, the tailoring item, etc. and each of them are rare drops. Once you find the fork, you can craft the tuning fork, and summon Lapistoico which is a rare summonable that will drop the pattern : Modello: Elementio Instabile. This pattern in turn, will allow you to upgrade the primordial stone gems for your Anellino d'Onice using 10 Frammento Primordiale Dormiente and 25 Polvere di Gemma Setosa (of any rank). This is how you will be able to obtain the maximum item level on your primordial gems.

At the time of writing, 3 hours of grinding elite and non-elite mobs on the island and I have acquired:
Aquilone di Morqut Strappato x2
Spezie Scialbe x1

several items for rep turnin that are associated with rare drops as well (like Pesce Meraviglioso). Take note, each of the rep turnin items started off as a treasure map to locate an item and the profession ones did not.

4.5 hours, and I found one. The location of the resonating crystal is on Morqut Islet, just above the quest hub.

Rare has 800k health (rather than the 7 mil that others have). killing him gave 2x 3* ysemeralds, 2x prisomatic ore, 1x 3* neltharite
vault key, few green gems, vault key, primalist BoA token, elemental overflow, and the design unstable elementium

You must first remove a Primordial Stone from your ring before you can upgrade it with an Unstable Elementium.

Upgrading the stones using the Unstable Elementium seems to be a bit buggy currently. As mentioned in other comments, you must remove the stones from your ring in order to upgrade them. I (and several guildies) were still encountering an issue where we'd try to use the Unstable Elementium and it would give an error message saying 'This item cannot be upgraded'.

We got it to work by reloading the UI. Try a reload if you're having issues.

For the Jewelcrafters out there: Put on your multicraft tool for this item. There doesn't seem to be any specializations (except the generic ones) that impact it, but multicraft on your tool does work for this.

To craft this as a non-Jewelcrafter you must place a crafting order because the item is BoP.

You may also use any rank of Polvere di Gemma Setosa because there is no quality of the crafted item; therefore just use the cheapest available option.

You can use any rarity of Polvere di Gemma Setosa to create Elementio Instabile and it won't affect the outcome (you will still need 2 per gem to increase them to max rank (so for 3 gems you will need 150 Polvere di Gemma Setosa) so just buy the cheapest!

I am trying to place an order with one of my alts and I have all the mats required but it won't let me place the order. The dormant primordial fragments have a red outline around the icon box and it says "you must provide this reagent" in red when I mouse over the icon. I have over 70 of them in my bag and I can't get it to work. I have also tried placing a public order with the same result. Anyone else experience and/or find a fix for this problem?

As of the patch 4/25/2023, can't craft this on public order or personal order. Starts to craft, gets to the end and says "failed to craft" for some reason. Tried relogging. Was able to craft other items, just not this.

Blizz, why do I have to go somewhere else to find a jeweler's bench (the only one I know of is in Valdrakken) in order to craft the elementium, and then back to Morquit Village to unsocket the gems in order to upgrade them. Really?

Also, I can't find anywhere on wowhead that gives me a list of where the jeweler's benches are.
