To be able to see the treasure you need to get Guida ai Pesci Rari. I got it from Disturbed Dirt. Chance is low (it was my 100th+ pile of dirt for sure)
Use the notes and the treasure's location will be marked on your map. If it isn't - enter Waking Shores, the mark should appear. There will be a fish in the water carrying the bubble.

Guida ai Pesci Rari has a low chance to drop from Zaino dell'Esploratore della Spedizione or Terra Smossa
which are placed all around dragon isles, you can see them on the minimap after you get
renown 2 and 5 with Spedizione delle Scaglie di Drago, it may take from 50 to 100 attempts to get the guide.
To dig Terra Smossa you'll need Badile della Spedizione Piccolo
which you can buy from Ricognitore Jeb
Using Guida ai Pesci Rari will mark the Refolo di Bolle treasure in Sponde del Risveglio when you enter the zone
First take the Fragrant Plant near the rock pillar then loot the fish.

Search and loot all the random treasure chests you can find

Zaino dell'Esploratore della Spedizione renown 2 with Spedizione delle Scaglie di Drago
Terra Smossa renown 5 with Spedizione delle Scaglie di Drago and will need to buy Badile della Spedizione Piccolo (buy/craft alot, you will always want to have them in your bags)
Cassa Vincolata dalla Magia renown 16 with Spedizione delle Scaglie di Drago
You can get 6 maps before Renown lvl 21 with Spedizione delle Scaglie di Drago and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
1 map drops every 50-100 chests
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

Earn lvl 5 with Spedizione delle Scaglie di Drago.
Buy Badile della Spedizione Piccolo from Catalogatrice Jakes.
Use Badile della Spedizione Piccolo to loot Terra Smossa until get Guida ai Pesci Rari (low drop chance).
Use Guida ai Pesci Rari and loot Refolo di Bolle.

This is an important step people seem to have missed. After obtaining the "A Guide to Rare FIsh" and clicking it, near Bubble Drifter there is a purple plant you need to click first, then the fish will be able to be interacted with. Once you click it, the pet will go straight into your inventory.

this stupid map doesn't drop. spent nearly all day and night yesterday scouring expedition packs and dirt and all I got was renown

I've literally counted the dirt piles I've looted by the number of Shovels I have purchased(5 digs per shovel). And I'm well over 500 dirt piles plus at least that in Expedition Packs opened..... What gives? Why have I not got this Once..... Help :( What am I missing here as to why this isn't dropping? Renown for Dragonscale is over 15... WHERE IS ITTTTT?

Finally got this today, it took me over 1200 Dirtpiles/Expedition satchels before it dropped. insane.

I'm going to throw my hat in the ring and say some comments would have you believe that you will only need to loot between 50 and 100 Expedition Packs or Dirt Piles before you get a map - the actual drop rate of these things - anecdotally, and by my own experience, is probably lower than that. Much lower.

I have opened hundreds upon hundreds of both packs and dirt piles and have seen hide nor hair of any of the items.

I think this would be more aptly named A Guide to Not-so-rare Fish. I started today and in one hour - the length of time the goggles are supposed to work - got ONE rare, the Drowned Goldfish. I got 22 common fish and had 3 of the bubbles disappear or not be clickable when I found them.
The sound is somewhat like a muffled version of the sound you hear when you catch a fish and there's no direction or indication of where the bubble is. After each sound, I found 2-3 bubbles (fish) and probably missed as many, but no idea if or how many.

I've been looting the dirt and other treasures since beginning of expac and this is the first I've even heard of the map. So I'm not going to hold my breath.

As of April 16, 2023, for anyone still having trouble finding maps, you may be having the same issue I was having, which no one else seems to have mentioned.

TLDR: Ensure that the character that originally looted Borsa di Rifornimenti delle Isole dei Draghi has reached Dragonscale Expedition Renown 21.

You can check if the quest was completed on a specific character by running this script:

The Rest: I swapped mains early on in the expansion, I started off as a Demon Hunter, then ended up switching to Evoker midway through Normal Vault of the Incarnates. Fast forward a few months and I'd been max renown on my Evoker for a long time, had looted hundreds and hundreds of dirt piles and expedition packs and had never seen a single map drop. Then I learned that Borsa di Rifornimenti delle Isole dei Draghi is only usable once per account, but the effects of looting maps are supposed to be account-wide, so there isn't supposed to be a problem.

However, my Evoker had never completed it, my old Demon Hunter had. So I decided to test out a theory and levelled my Demon Hunters Dragonscale Expedition Renown to 21. Immediately after reaching Renown 21 on my Demon Hunter, I swapped to my Evoker and 2 Chests, 2 Packs and 13 Dirts later, I looted Note dell'Esploratore dei Giardini di Smeraldo from a Terra Smossa in Ohn'ahran Plains.

Got mine from Terra Smossa at /way 79.62, 79.89, at the Roaring Dragonsprings in the Ohn'ahran Plains.

With the meta-achievement, I really hope this and the other three or so map-required treasures have either the map drop chance increased or the maps simply removed from the requirement, because the overall time investment for the meta I think negates the need for the map hunt time investment. Already need a minimum of 8 days for Fringe Benefits.

Well, on current patch 10.2.6, looks like the best option to get this and the ruby map is to go for https://www.wowhead.com/object=383735/disturbed-dirt. Tried more then 100 Expedition Scout's Pack without success, and after went for dirts, in 7 treasure got both maps.
