You can get this set in Korthia. You have to be Kyrian. Go to Korthia and see if there is some daily quests from kyrians. If it is then do check rewards. Sometimes there are some pieces of this set.

You can get 5 different transmog sets in Korthia from daily quests:

Rogue Necromancers Vestments (Necrolord)
Radiant Court Vestments (Venthyr)
Redeemed Inquisitor's Vestments (Venthyr)
Foresworn Aspirant's Vestments (Tunic) (Kyrian)
Garb of the Twilight Grove (Night Fae)

If you want to collect all of them then the fastest way is to check Korthia dailies every day. But don't be very fast. Every covenant has its own set so BEFORE you CHECK reward of every daily quest make sure you are in right covenant. (Be ware that some addons like WQAchievement can do it for you each time you get online so turn them off.) This way I got 3 pieces from 3 different covenants in one day. The main thing there is to check only the dailies from your current covenant and don't touch others. Because there is a random reward for every character and the server system make this random only when you try to check it and not earlier.

You also can check quests' rewards with different kyrian characters because this transmog set shares across all of your characters. You have to complete some campaign quest first in order to get these daily quests. I'm not sure what is the right one but I'm sure that completing Ritorno del Primus gives you all Korthia's dailies including necrolords (they are the last opened ones).
