Fenran is located in the Thaldraszus zone.

General Respawn Info
Only part of Dragonflight rares are active during a single daily reset.
Most of the time you will be able to find only small part of all zone rares and they will respawn after kill in relatively short time.
But after daily reset they will disappear and a new pack of rares will be active.
So most of the time you will come to the spot and see nothing there. At least this way it was on Beta

Rare is a part of Avventuriero di Thaldraszus achievement.

Phenran is located on the 2nd concourse below ground level. He patrols the south-western concourse area between the grey/black statue and the fake door directly above the Halls of Infusion dungeon entrance.

Seems to be one of the rares that have a chance to spawn every odd hour (offset by 2 minutes for me though).

There is a possibility that this guy is not on the 14-hour timer.

I killed him 28.1.2023 at 22:00 CET on my alt. I saw another spawn 4 hours later on my main (same server), 29.1.2023 at 01:59 CET. This is also the time when Fire Elemental Storm spawned at Tyrhold.

So my guess would be that Elemental Storm can somehow reset him, or he is not on the 14-hour timer and he can spawn every even hour.

Rareshare alerts to this npc at nearly every rare spawn point. No idea what's going on there.

The schedule, accurate or not for this guy, is up on the Wowhead homepage, in the "Today in WoW" section, under "TIMED DRAGON ISLES RARES".

Weirdly this guy doesn't have a vignette (a star on the minimap). And his portrait has a gold dragon. And the bonus objective Fenran doesn't appear. Basically he looks like an elite in game. He does drop rare loot however, and killing him completes the tracking quest, and that quest gets reset every day, so he still functions like a rare.

This mob is not rare at all.

Not sure what I'm doing wrong but I get him down to around half health and then he evades and resets.
