This is one of 3 new Enchanting Profession Knowledge items in 10.2.

Nucleo Inestinguibile is on the ground in the northeastern end of the Primalist Stronghold.
Acqua del Sogno Pura is at the base of a waterfall near Wellspring Overlook.
Essenza dei Sogni is inside a circular tree branch very high off the ground.

The Hidden Quest ID is 78309 so you can check to see if you've already looted it by running the following command.

You must disenchant it to get the Knowledge as with previous one-time Enchanting treasures.

Visually you are looking for a conical mound of rock that is surrounded by 3 bright "lava lines" on the ground. The Core is a bright glowing sphere floating just above the top of the mound. I used normal flying to find all these items as you can hover and maneuver about to get them and avoid aggro from close mobs.
