This is one of 3 new Jewelcrafting Profession Knowledge items in 10.2.

Speranza Pietrificata is on top of a cut tree in the Smoldering Copse.
Manciata di Sassolini is on the side of a cliff in an object called Imperfezione Rifinita.
Pietra Onirica Condensata is in the middle of a circular tree branch just off the ground.

If you are looking for this on the ground, it is not there, but in the midst of one of the druidic tree growth loops, surrounded by glowing green ley lines. Just land on the inside of the loop branch and loot the rectangular looking item. it is off the ground so you need to fly up to it.
