This shirt is part of the starting outfit for Blood Elf rogues. They also start with Lookout's Pants, Lookout's Shoes, Sharp Dagger and Crude Throwing Axe.

Best-looking of all the race/class starter gear, in my opinion. I rolled a belf rogue (a class and race both of which I hate) just for the shirt, which I then sent to my troll mage. So very stylish.

You can actually make good gold out of this!(if your an Alliance)
1-Roll a BE Rogue
2-Run to Silvermoon then use the portal there to go to UC
3-Ride the Zepplin from UC to Org
4-Ride the Zepplin from Org to Grom-Gul
5-Run to Booty Bay
6-Put your Lookouts clothes in the AH there.
7-Have ally friend buy them.
8-Have ally friend trade them to your ally toon.
9-Sell them in alliance AH 10-50g i sold mine for 35g each (tunic,boots,pants)
Why do they sell for so much you ask? The models used for this set are not avalible for the alliance in level 0 form. These are perfect for a ally banker alts that wants to be unique and stand out.

It seems (i tried in 4.06) BE rogues no longer start with shirts. I rolled on Male and Female models and neither had one. They have given the same appearance to the "Lookout's Vest" (chest slot) though, so you could still get one for your bank alt. But alas, the belfs are shirtless :(

I was very shocked and surprised to find that I have saved one of these shirts ON MY ALLY TOONS. I'm also on a RP server, this shirt would go for insane amounts of gold, but I'm never letting it go. I don't even remember how I got it, but I'm certainly glad I did!

Former starting shirt for Blood Elf Rogues. Since patch 4.0.3 it has been replaced by Maglia della Vedetta.
The only race that starts off with a shirt now is Worgen Hunters, Warriors and Rogues who get Camicia dell'Avventuriero Gilneano.
All other race/class combos only start off with a chest piece, not a shirt.
Prior to Cataclysm, most characters started off with a shirt, but these were removed in favor of chest pieces in patch 4.0.3.
However, Thomas Yance in Passato di Colletorto still sells these shirts for bankers or RP purposes:

Pre-Cataclysm starting shirts (that are now unobtainable) will very likely sell for a premium on the AH. These include:

I wouldn't count on fetching the high prices you might hope for and expect if you happen to have one of these.. I've been trying to sell mine for a few months now, at varying prices, and I'm still stuck with it.

This thing is super rare and was sold at gold cap (9.99m) recently at ED. If you are one of the very few remaining lucky ones who have one of these, you're damn rich.
