These can be obtained from Rin'wosho inside of the Zul'Gurub dungeon, in exchange for various troll coins.
You'll need at least one of each from the following sets before he'll offer a repeatable quest to exchange them:

Moneta Zuliana + Moneta Razzashi + Moneta degli Hakkari → Monete degli Zulian, Razzashi e Hakkari
Moneta Sabbiafurente + Moneta Fendicranio + Moneta Scalporosso → Monete dei Sabbiafurente, Fendicranio e Scalporosso
Moneta dei Gurubashi + Moneta Ramovile + Moneta Scorzasecca → Monete dei Gurubashi, Ramovile e Scorzasecca

Additional Notes:

Coins have a chance to drop from trolls inside the Zul'gurub Heroic Dungeon after earning Reliquie di un impero caduto.
Tributo dei Gurubashi tend to have 2-5 coins each.
They can also be fished directly from the waters in the dungeon, or from caches like Sacchettino per Una Monetina dei Modelli, which can also be fished from the waters or drop off trolls.
They're purchasable from the Auction House, and appear to be a Region-Wide Commodity.

After few Zul'Gurub clears I noticed what tokens harder to get then bijous and also neutral mobs, like Gurubashi Villager, have pretty good chance to drop coins (to exchange for tokens). Killing them is fastest way to get tokens (for me so far)

The version of Rin'wosho il Commerciante that appears inside the Zul'Gurub dungeon near the entrance will only offer this quests to earn tokens to you if you have all the required items in your inventory. If you're missing one of the three required coins he will not show the quest marker nor will he offer the quest when talked to.
