Found at 74, 55 in The Azure Span, next to a big tree and cliff. Using the toy gives you a buff, and you'll be holding the compass looking at it.

Sadly, it's just a decoration, the compass itself isn't functioning at all. You just hold it in your hand and stare it. The effect drops when you mount up.
If you want a working compass, grab the Bussola del Trovavie instead.
Hint: you can use the two toy together, but first use Bussola del Trovavie then Bussola Perduta.

The Bussola Perduta is part of the Tesori della Vastità Azzurra achievement and is located in the area Lonely Falls in Vastità Azzurra.

You can find the Bussola Perduta east of the Camp Nowhere, behind a small lake with the waterfall, next to the mountain and the big tree with two Caprone delle Alture, in front of the cliff.
Picking up the Bussola Perduta and you get the toy Bussola Perduta.
