This item appears to be a leftover of the partially bugged Dragonflight world quest Depth Charge. The action item button for this item won't appear unless you select the world quest on your overworld map. You do also have to tag in on the mobs to drain them, you can't just be in a party, and the spawn rate for the mobs is terrible. Killing the surrounding non-aggro mobs seems to help the spawn rate.

The item can be safely deleted after you complete the world quest.

HI all

On WQ Depth Charge You need to kill Water elemental and use on them bodys Esca di Acquafonda until 100%. Respawn is slow and was many people xD if you hit mob you can use Esca di Acquafonda on them but if not then no.

You'll be handed a hook/lure when you enter the zone for the WQ. You charge it by killing the teardrop-shaped water elementals, then clicking the hook to drain their magic from their remains.

Rez was slow because there were a lot of people there doing the quest, but the bar filled pretty quickly, and shared tags work.
