Id recommend going to ~~Shady Sanc~~ Lilac Ramble, which is just south west of Shady Sanc in Oranha Plains, theres about 5 possible node locations, and around 3 up at any given time. The good thing is that they have an incredibly high respawn rate for the soil patches. I went through about 30 seeds in 10 minutes.

Side note, im not sure if its because these are "self grown plants" but I feel I get alot of seeds from those.

Answering the questions I had:

What do they do?
These are seeds that you can plant in Rich Soil to get a random herb that you can pick immediately. These self-generated herbs act in the same way as a regular herb, dropping all the same kinds of loot, including more Rousing Seeds!

How do I find Rich Soil?
These areas will be on the mini-map with the same leaf icon as you would see for a herb. As mentioned in other comments, Shady Sanctuary, or around there is an excellent place to find Rich Soil.

Tips for planting
It appears as if a fixed number of these can spawn at any one time, but the respawn rate is incredibly fast. It has been the case many times that I've planted and then picked an herb and within a few seconds of being done, I can see a new Rich Soil very close, sometimes almost right underneath me. So I would recommend waiting about 5 sec before heading off after each one because if you have a bunch you can then just run to the next one. (Edit: This was hotfixed) There also seems to be no limit to how many of these you can plant or pick in a day. My preferred strat is to fly between Shady Sanctuary and the middle of the map with the riverbend.

Also worth noting that others can pick what is planted. So it can be worth bringing friends to pick together.

if someone use the Spoil, you CAN gather the herb too.
the Spoil will dissappear if used.

Piantina Rinsavita requires the Erbalismo profession for a low chance to drop from any herb that is collected regardless of its empowerment state. When planted in Zolla di Terreno Fertile it will generate a single random type of herb but with no special empowerments; however they will drop a random assortment of Roused elements such as Ordine Stimolante. These herbs are shareable with anyone else who may be around to collect the herbs and have a chance to drop further seeds as well as Polline Infuso.

Not quite sure what to do with these anymore. I loot way more than I find rich soil to put them in. And with blizzard nerfing rich soil respawn rate I dunno if there's any good spot left to use them? They're also going for 7g on AH so not really worth selling.
