So this fish is an ingredient for the recipe "Gral's Veneration" and you get it by "brushing off the ice coating" off of Tonno Pinnabrina Congelato .
Which I assume you can only get after reaching Renown 10 with the Iskaara Tuskarr. (Allows ice fishing)

I'm shook there's already people with Renown 10 haha

To catch this fish you need to be Renown 10 with the Tuskarr di Iskaara to unlock ice fishing and get the Ascia di Ghiaccio di Iskaara. You can use the ice axe at fishing holes on ice lakes like Grimtusk's in the Azure Span at 58.18 32.91 to open a hole in the ice, which creates a Tonno Pinnabrina, it stays for 5min before the the hole freezes again.
if you catch a Tonno Pinnabrina Congelato, you can brush the ice coating off to create a Tonno Pinnabrina to use it for cooking Venerazione di Gral, but the fish only has a 1h duration after that it turns into Tonno Pinnabrina Marcio, which contains Carne Ipotetica. I got 3 Carne Ipotetica out of it.

Prismatic Leaper School - DOES show up on mini map (circle icon) when Find Fish is disabled. These pools DO increase fishing skill.
Ice Crack (Ice Fishing Hole) - DOES show up on mini map (large fish icon) when Find Fish is disabled. These pools DO NOT increase fishing skill.
Magma Thresher Pool - DOES NOT show up on mini map (small fish icon) when Find Fish is disabled. These pools DO increase fishing skill.

Turn on Find Fish in tracking options to see Magma Thresher Pool icon on mini map. Same applies to the rare Overheated Magma Thresher Pool.

Ice crack must be opened to see if it's a rare Deep Ice Fishing Hole or a normal Ice Fishing Hole.

Prismatic Leaper School does not have a rare version.

When after 1h it turns into Tonno Pinnabrina Marcio there is a chance to get Carne Ipotetica or Decadimento Stimolante

You can buy Tonno Pinnabrina Congelato on the Auction House and brush off the ice to get Tonno Pinnabrina. Note that they are only good for 1 hour.

You need to be renown 10 on one character on your account. You do NOT need to be renown 10 on alts to be able to fish for these. You can go up to Three-Falls and pick up the pickaxe and craft the item any time. I like to fish on a Highmountain Tauren because of the chance at 2x fish. I'm only renown 3 but was able to craft the item and have been fishing. Same for the Magma Threshers and Prismatic Leapers.

Woops... I didn't notice they had a 1hr time limit and that they didn't stack so I was just mad clicking on them to defrost all the while watching the Lil Iskaara play when I saw what I had done it was too late and didn't even have the recipe to use them... Don't be like me.

Out of the 50 rotten fish I got 100 maybe meats, 21 rousing decay and 16 rousing frost. In case it makes a difference the toons proffs were herb/ mine, fishing max DF. ps once they are done defrosting they are stackable again.

I STILL don't know what the hell this is for. are they bait, cooking ingredient, cologne - what? I got the frosted deal from the great swog. naturally opened it up and got a joke on me.
