Draconic Treatise on Engineering is learned by choosing the Archiving specialization of inscription. Once choosing Archiving you will need to use 10 points toward the Shared Knowledge trait before you can learn the Draconic Treatises trait. After learning the trait, you can craft Draconic Treatise on Inscription which then has a chance to learn the other treatises. Each further treatise you choose has a random chance of teaching you a new treatise recipe.

Draconic Treatise on Engineering is learned at random by crafting any of the treatises.

/ways are maybe not the best places to farm for these but these are what I gathered from other WoWhead comments and drop rates.

Please note that I am not 100% sure as for the IDs of what can be looted in Disturbed Dirts and Expedition Scouts, though as they are lootable through the same method it shouldn't be a problem. Do no hesitate to reply if you looted one or the other and the IDs are wrong so I can modify it. :)
