Sometimes quest got bug and you can't use collected items.
Try to delete side quests (probably all) - but for me it was profession's side quest: "Artisan Supply: Surveyour's Cloth Bands"

I abandoned the quest twice and relogged to no avail. Every time I picked the purple quest flowers, it claimed I had five when I only picked four. Error that I was missing a quest item to make the Incense. I did not have any crafting quests, but I finally completed all quests I had in the region, then at the end when it was the last one, it completed correctly with no issue. The original quest is 'Omens and Incense'.

Storyline in order I done it:

1a. Clan Teerai - See Dotur Qariin 59.1 37.5
1b. Clan Nokhud - Speak with Esploratrice Tomul 60.3 40.7
1c. Clan Ohn'ir - See Ohn Seshteng in bulding 62.9 33.7
4. Onorare i nostri antenati - Help Qariin Dotur cook a meal for the ancestors. Step by step what to do:
- Pick up Carne di Selvaggina Cruda from the wagon 59.3 37.7 and place on table.
- Pick up Barattolo di Spezie next to grill 59.2 37.3 and use on table where is meat by using extra bar
- Pick up Cestino di Spezie from table 59.3 37.3 and use on table where is meat by using extra bar
- Pick up Vaso di Spezie next to wagon 59 37.8 and use on table where is meat by using extra bar
- Pick up Carne di Selvaggina Speziata from table and take it to fire and press extra bar ( don't move until finish ) then place meat on table 59.1 37.1
Reward is Ricetta: Kebab di Mammut Superspeziato.
5. Stranieri indesiderati - Defeat 6 Nokhud centaur.
6. Presagi e incenso - Pick up 5 Bocciolo Dolcelatte they are around bulding then pres on Bocciolo Dolcelatte to make Incenso Dolcelatte. then go back to bulding and press on Incensiere 62.8 33.7
7. Clan delle Pianure - Go to speak with Khan Sansok 61.4 39.5 then you need to answer 4 questions: Arswers: 1, 4 , 2 , 3. after finish quest wait for new NPC Gemisath to start next quest.
8. L'arrivo dell'emissario - Speak with Gemisath.
9. La Khanam Matra - Speak with Akato della Guardia del Khan He is on top of bulding 60.3 37.9 movie will start.
10. Tregua infranta - Kill 10 Nokhud forces.
11. Coprirsi le code - Slay Guardia Bahir 57.6 39.5 - reward Proto-Draco Rinnovato: Coda con Criniera
12. La minaccia dei Nokhud - after start quest conversation will start when it finish Storyline is done.
