Found in Schema di Protoforma at /way #1970 31.5 50.3, on top of the left side of the building (the geography around it has moved since it was originally placed, so it's now just out in the open). You will need to have Sintesi di Protoforma (Cavalcatura) unlocked to see and obtain it.

To access Schematic Quests and Interfaccia del Servitore you have to get Comprensione del Sopraniano from Console del Codice to unlock The Final Song questline.
The Final Song questline start from the quest Alla ricerca di Tahli.
After complete The Final Song questline wait for the daily reset and complete the following quests: Il componente perduto, Un nuovo architetto, Riassimilazione dello Schema: Mortelesta

Now you have Sintesi di Protoforma (Cavalcatura).

To unlock protoform crafting:

Research Comprensione del Sopraniano and complete Il canto finale questlines.
After daily reset complete Il componente perduto + Un nuovo architetto quests to unlock Sintesi di Protoforma (Cavalcatura).

Schematic can be found on the locked passage at 31.48 50.42 coordinates. Climb up to the top and check out behind a small basalt pillar.
After bringing the schematic to Protoform Repository you will learn how to create Strisciatore della Genesi mount.

In order to obtain any schematics for the Protoform Synthesis Forge you have to unlock it first
How to Unlock the protoform synthesis forge:
Complete first 3 chapters of the Campaign Segreti dei Primi
Research Comprensione del Sopraniano at the cypher console in Exile's Hollow
Complete the questline starting at Alla ricerca di Tahli. Once completed, the next day you can start Il componente perduto which leads to unlocking Sintesi di Protoforma (Cavalcatura)

Found that on arrival at the co-ords there was no plan showing, after going inside and coming back out again the plan was on the floor above the entrance as others have stated.

It is still not showing for me. I’m unsure why I’ve waited about 10 minutes went in and out multiple times. I have the upgrade on console. Any Advice?

If you don't see it, just realm hop :) I found mine at the top of the triangle building (in the back area towards the rock wall). I didn't see it as well but then i joined a random group to change realm and it appeared.

Wasn't showing for me so I jumped down and went into the building below. When I came back out, I climbed back up top and it was there.

Since people aren't specific about it and assume everyone has coords (spoiler: we don't), the Genesis Alcove is the golden triangle building in Faith's Repose, north of Haven. Location on map is Path of Inception, the place where you entered Zereth Mortis for the first time. You don't even need flying, you can just walk up the building to the top and loot the scroll. Of course, remember that the scroll only appears if you have unlocked the Protoform Repository and researched Sopranian Understanding at the Cypher Research Console in Exile's Hollow. By that time you probably unlocked flying anyway. But it sure is fun you can just run up there if you feel like it.

The Strisciatore della Genesi mount is a relatively easy protoform synthesis mount to obtain.

First thing to do is make sure you've unlocked protoform synthesis (mount). To do this, unlock the Sopranian Understanding power on the cypher of the First Ones console. When you have done this, a quest will appear on the map called Alla ricerca di Tahli. You have to complete this quest. Doing so will unlock protoform synthesis for your character.

Now that is done, you will be able to collect the schematics for all of the mounts. The Schema: Strisciatore della Genesi is at Exile's Hollow on top of an archway /way 31.51 50.30

You will need:

400x Granulo di Genesi. These drop from nearly every enemy in Zereth Mortis.
1x Ninnolo di Pura Innovazione. This will spawn on a dog bed inside the Exile Hollow cave.
1x Reticolo di Taracnide. These have a small chance to drop from spider enemies in Zereth Mortis. They can also be bought on the auction house

Once you have obtained all of the materials needed, fly over to where you make the mounts /way 70.18 28.60. and craft your new Strisciatore della Genesi
