You can obtain the for 5 infused rubies from Deadfoot in Wanecrypt Hill.

What you receive is still an item capped to iLvl 158. I crafted a soulbound waist with an iLvl of 138 and with a vendor sell price of 24 Gold & 42 Silver. It might be worth noting that the stats on the belt are randomized and not related to your primary stats.

If you have a waist higher than 158 I'd recommend avoiding this altogether-with, the iLvl cap mixed with the low vendor value makes this not worth your time unless you're still leveling.

The tooltip on the Ornate Belt Buckle confused me: "Thread and work your own belt with an All-In-One Belt Repair Kit."

I thought when I used the buckle along with the repair kit, it would react with my existing belt ("your own belt") to create a new item.

I was already wearing an iLvl 151 Shadowlace Cord, and after reading some comments that the new belt might be as high as iLvl 158 I decided to give it a try.

I bought the repair kit and clicked the buckle, and wound up with an iLvl 138 Buckled Cloth Belt. I thought, "BOO! garbage deal."

Then I checked my toon, trying to figure out what my next best option for a belt was going to be, and I was still wearing my iLvl 151 Shadowlace Cord. Whew! So it doesn't use "your own belt" in any way at all.

You make a brand new "your own belt"... using nothing but a buckle and a belt repair kit. Doesn't make sense conceptually, and doesn't match the tooltip, but that's what happens.

The Buckled Cloth Belt had a vendor value of 26g and change, but I disenchanted it into Soul Dust. For me, that was a fine use of the 5 Infused Rubies it cost to buy the repair kit.

So go ahead and do it unless you're saving up your Infused Rubies. You've got nothing to lose except 5 Rubies.

For whater reason this patch this items got a lvl 56 requirement to use, ulike before in which you could use it as low as level 50.

What I think happens when you make a belt with this, is that it makes a belt based on the Class Level of the character using it; "stating the bluddy obvious", this may well be, but it may not occur to everyone.
