This is used in Bastion to receive a key to open the memory chest just east of the Eternal Forge in the Memory glade. It can be bought of the refreshments vendor in Aspirant's rest

Apparently this guy dont have a fix location, I find this guy on 2 locations:

Vino Commemorativo is a part of Tesori del Bastione Memorial Offering.
The treasure is located north of Path of Ascension dungeon entrance not far from the cliff.
To open it you have to find the Chiave delle Offerte Commemorative.
You can get Memorial Offering Key by bringing Vino Commemorativo from Kobri
to Vassoio delle Bevande not far from the treasure, there are a couple of stewards near the tray.
You can find Kobri in different resting locations.
