At Renown 24 you'll get Tricorno Piumato Minuscolo, allowing your Pepe to sometimes dress like a captain!
The green item for Pepe is automatically added to the Trans-dimensional bird flute Toy.
You can view Keg Leg's Crew Renown Rewards on a regular Retail Character with the following command:
/run ToggleMajorFactionRenown(Constants.MajorFactionsConsts.PLUNDERSTORM_MAJOR_FACTION_ID)

Final Edit: Pepe is now equip able for me within the lobby as someone else's reply stated below. I have yet to pull him in retail but that may take some time as my main has nearly every outfit unlocked.

Plunderstorm Pepe is confirmed bugged for a vast majority of players at the moment.
I've reached the rank for this but its nowhere to be found in retail. Nothing in mail. Nothing in collections. Nothing from renown NPC, and wasn't in the TP chest with the 250 coins. The soul reason I've been doing this "event" and its lost to the dang'd void.

Edit: More comments below have confirmed the green item for pepe is automatically added to the Trans-dimensional bird flute. While I've not seen it rotate in on my own yet, the NPC in plunderstorm also does not have the Pepe option others have told me he has while in the plunderstorm lobby. thus its entirely possible this reward is still bugged for some of us.

Just know we apparently auto consume the green item into the whistle toy.

Edit: I've received a human response from a ticket I'd opened regarding this. Pepe is confirmed bugged. Here's a snippet of their response -

We have received reports of this issue and I can confirm that it is not working as intended. Currently, we do not have a workaround or resolution that can be provided, and we apologize for any inconvenience while our developers work as quickly as possible to resolve the issue.

They also encouraged anyone having issues like this with plunderstorm rewards to submit bug reports via the in game function as its the best method to get information to the correct teams working to fix things.

Seems it is automatically added to the Trans-Dimensional Bird Whistle toy, it wont arrive in the mail or be an item in your bag :)

With Pepe having so many costumes now, I wish a pop out, similar to Mages portals, would lets us choose which costume to equip Pepe with.

Bugged. Most, if not all, users aren't seeing this Plunderlord Pepe in their Pepe Rotations, and it's not being awarded in the Plunderstorm lobby, either.

They should let you select the costume after or before using the toy to summon Pepe. So many great options to choose from.

Greetings Pirates, Pepe wont appear in Pirate costume, also can’t summon him in Plunderstorm. Any solution out there?

the captain pepe option showed up for me today in plunderstorm, and pirate pepe on retail with bird whistle, after previously not having it.

I can confirm that once you get the item from Renown it's automatically added to the Pepe costume lists. I used the whistle on an alt that had only classic Pepe:

Only showed up on Pepe when I summoned him on original toon I got the whistle on. Didn't show up on any of alts.
