This is the Rosa della Gioia - belonging to a set of similar consumables: Rosa dei Sogni Realizzati, Rosa dell'Amicizia, Rosa dell'Indipendenza, Rosa della Gioia, Rosa della Purezza, Rosa del Romanticismo and Rosa della Tragedia. I'm not noticing any differences in the different roses other than the color of the buff, the name and the flavor text so I'm copying this comment over to the other items.

10% stats means your main stat (Strength, Agility and Intellect) as well as Stamina. This doesn't cover other secondaries
This lasts 7 days
The buff will continue to tick down while you are logged out
This won't work in any instanced content (raids, dungeons, pvp, scenarios) but it won't get removed upon entering them
You can click off the buff
This costs 5 Emblema d'Amore which is pretty cheap - you can get a lot of these pretty easily from the once per account per day Scatola a Forma di Cuore that drops from the Crown Chemical daily scenario. Or from the starter questline or from the two dailies which each drop 10

This is an overall nice little buff for open world content, leveling (you can grab this at low levels) and WM. Since you can click off the buff, you can refresh it entirely on the last or second to last day of Amore nell'Aria and you should have it last longer.
