No idea why, but I can only place this item into a recraft order, but not in my own recraft window.
I am max in both inscription and the staff line, yet its just grey for me.

Spark of Dreams is introduced in patch 10.2 as a way to catch up in gear level, by making it possible to craft item level 463 gear. They are created by combining two Scintilla dei Sogni Frammentata and some extra 250 Flightstones.

A total of two Splintered Spark of Dreams are awarded from the quest Sogni uniti, enough to create one whole spark. After that, you get one half per week by doing the dedicated weekly quests, either PvE or PVP. Even though both offer Splintered Sparks in their chest rewards, only one can be obtained per week.

The Spark of Dreams is soulbound even for crafting orders, meaning you can't farm these Sparks on your alts to craft ilvl 463 gear for your main.

For new or returning players, the weekly cap is lifted. Scintilla dei Sogni Frammentata can now drop from raid bosses, be found in Mythic+ dungeon completion caches, and in PvE and PvP weekly quest chests.

So, at the time of this comment, for example, you can loot enough Splintered Sparks in one week to form about 7 to 9 Scintilla dei Sogni. With enough participation in weeklies, LFR, and low M+ keys, plus enough gold and resources, you can craft pretty decent iLvl 463 gear for your new alt in just one week.

Later, you can upgrade that gear with crests like Emblema Onirico del Dragone to iLvl 476 and Emblema Onirico dell'Aspetto to iLvl 486. It is 5 timed M+ runs per craft or upgrade.
