Don't be deceived by the 1hr cooldown - this item only has 1 charge.

Chela Schioccante drops from Klakatak and is also apart of the Schiocchi nella Caverna however there is also a secret pet you can get from using this as well!

Ser Stantley will drop from interacting Cappello a Cilindro Strano found throughout the lower part of Zaralek Cavern. However there is one small catch. If you interact with it while not under the effects of Chela Schioccante then he will run away from you.

So just found the top hat and walked up to it. I did not interact with it, and it ran away as I was click on the claw. I wouldn't take the chance don't even get close to it before you put on disguise.

Consumed on use, but multiple can drop from 1 kill (I looted two).

Effect is NOT lost on death, or when mounting up.

Had 2 Drop from Killing the rare a single time today! So you can get more than 1 from a single kill!

this is a glorious day for us players with many alts! the achievement Schiocchi nella Caverna is SHARED! meaning.... you can bypass the cooldown of one hour if you send any extra claws to an alt who has access to the caverns. CDs does NOT share. That way, whatever rare that might be up today but not tomorrow you can get them out of the way by using your alt to trigger the 10 min buff and continue tagging the rares in rotation for the day.

If in party and you have the buff on, but did not tag, while you were making your way to the rare (or close by) you -will- get it checked off (haven't tried raid though)

When logged out, buff timer does not go down, but cooldown on claw itself does, so you can click claw kill rare for achievement or grab the battle pet. Log out and camp the spot for the battle pet or wait for notification of the rare you need for the achievement with an alt.

Rare pops up, toon hop to your claw buff toon and kill rare. Same for battle pet. All while the cd of your claws in your bags goes down. can get 10 minute buff last for the whole hour or pretty close depending on how far to fly for rare or battle pet

You CAN shapeshift as a Druid and not lose the buff! Tested on bear, cat, and travel forms.
The effect is NOT LOST ON DEATH!

When on your dragonriding mount, your appearance is normal, but as soon as you dismount you become a makrura again.

You will receive Ser Stantley by clicking on Curious Top Hat while you have the buff from Clacking Claw.

Clacking Claw is also associated with the achievement Cavern Clawbbering, in which you have to kill a number of bosses while you are transformed into a crab-thing.

Here is some information I compiled that I thought was useful from other comments.

The buff from the toy Vibrant Clacking Claw does NOT work for the pet.

Klakatak is a rare boss located at: /way #2133 54.0 41.6 Klakatak

Clacking Claw has a roughly 50% chance to drop. It's not a toy, just a SINGLE USE item that will turn you into a crab for 10 minutes.

Multiple Clacking Claws can drop from a single kill, so save the extras for the achievement.

Clacking Claw can be bought off the AH.

Curious Top Hat doesn't respond to target macros or NPC scanner addons.

Don't get too close to the Curious Top Hat before using the buff or the hat will run away and you will lose your chance.

Claw has a 1 hour cooldown that goes down while logged out, but the 10 minute buff it gives does not go down while logged.

The Clacking Claw buff is not lost when:

Mounting Up
Dying
Druid Shapeshifting

My advice to complete this achievement for this item is to USE ALTS. The achievement is accountwide.
