Spazzola Elegante is part of the Tesori di Thaldraszus achievement in Thaldraszus.

You can find Spazzola Elegante in the Algeth'ar Academy behind the greenhouse, by a Nuovascaglia Dracthyr painting on a canvas, just below the platform from the Custode del Tempo Bronzeo where you can fly the dragon riding course.
Spazzola Elegante is in front of the canvas, which is leaning against the easel.
Picking it up you get Spazzola Elegante which can be sold for over 2k gold.

Edit: I looted it on a lvl 60, without seeing the message "Requires level 64" like before. The only difference between now and then is that I completed the campaign (which I hadn't at the time) and/or that I reached lvl 70 on at least one toon.

I wonder, why are people wasting money putting this in auction house? It's unbelievable, the cost for putting it in for 12h is around 300 gold, for 48h it's 1,2k gold, and some people are trying to sell it for 3,2k or so, just over 1k higher than it vendors for, so basically if they put it in for 48h they already make a loss and if they post it twice for 48h they already are worse off than without ever bothering to pick the treasure, I don't get this idea!
