The Cassa del Tesoro Nebbiosa is located behind a waterfall in the Crumbling Life Archway area in Vastità Azzurra. I picked up Equipaggiamento da Arrampicata nearby and then started climbing towards the waterfall on a Appiglio close to an Acquisitore Appassionato. When you pause climbing at Appiglio within the waterfall, you will automatically jump onto the treasure's platform. (you can also just land there with your dragon-riding mount)

I looted a Borsa Nebbiosa, some Silver and Rifornimenti delle Isole dei Draghi. Opening the treasure flagged complete which is part of Tesori delle Sponde del Risveglio.

You can find it inside of the waterfall cave, entrance is at the Appiglio climbing spot

Hotfixed to now be Bind on Pickup instead of Bind on Equipped

Climbing the handholds isn't necessary to get this, it just helps. It's about 3/4 of the way up the upper waterfall. If you're flying in, just aim above the handhold rock and you'll fly into a little cave with the chest that contains the bag.

Have confirmed that it seems that you need to do one of the starter quest chains to get it to appear. I've taken guildies and some of them can see and loot it while others who focused on campaign cannot. Am testing which starter quest chains unlock seeing it.

So far half the starter zone quest chains done and still nothing.

So far 3/4 of the starter zone quests chains and nada. Have submitted a bug report to determine if me doing the campaigns early phased the satchel from view.

(edit: Borsa Nebbiosa appeared in my bags while questing outside of that zone as of this edit. So not sure if the bag was invisible to my bag slots or some friendly GM took pity and dropped it in. =) )

It's NOT in a cave. When standing on the first level area of water below the top of the falls where the falling water made a shallow lake just turn to facing the falling water and look up at the top of the falls and you will see a rock protruding out of the falling water. It is on the left side of the falls, not far below the very top. THAT is the exact location of the chest; it is an overhang of rock with a shorter overhang right above it-creating an open area inside. If you are flying on your dragon, climbing, jumped down, using a goblin glider, or traveling some other way, try to land on that small protruding rock sticking out of the falls. Then face the falls. If you are just standing because you jumped down or got there some other way then just walk forward through the falling water. If you are flying you won't be auto dismounted so if your face is still in water but you can't move forward any more, just dismount or look down to see the chest.

You can find the Cassa del Tesoro Nebbiosa behind a waterfall at the Crumbling Life Archway, next to a bridge, pretty central in Sponde del Risveglio.
You can see a Appiglio in the waterfall that you can land on or jump on from above. This will take you to the small cave behind the waterfall.
In Cassa del Tesoro Nebbiosa you will loot a Borsa Nebbiosa, a 34 slot bag.
Cassa del Tesoro Nebbiosa is part of the achievement Tesori delle Sponde del Risveglio.
