Actual buy price of Amuleto di Piume Cineree is 100G. Sold by Griftah at the top of the Obsidian Throne. Use thereof allows lots of Piuma Cinerea to spawn (currently in multiple old/new content zones!). There is suspicion that all of this is another secret quest chain leading to nice goodies.

I used my Lucky Tortollan Charm while having the buff active to see the feathers. When I got to Stormsong (BFA content) I could see feathers at the camp there too! Walking down the beach outside the camp I was able to collect more of them too.... Im starting to wonder if these are part of some secret?

My guess, this is somehow tied with: Cenere della Fenice Infuocata

I looted the Smoldering Phoenix Ash while under the effects of the Ash Feather Amulet. The ash and the feathers of the phoenix....how can't this be related?

These seem to spawn nearby you at random times no matter where you are, sometimes more than one at a time. I've been questing through dragonflight with the buff on as often as I remember. At the moment I'm only about half way through the Ohn'ahran plains, and I'm up to 14 feathers. At least 3 spawned while I was writing this comment.

I've been picking these up in M0s so I definitely think that despite the description, the item makes the feathers spawn near you. They will also despawn if you don't click them quick enough.

I used this Amulet in Thaldraszus waiting for a rare named Eldoren the Reborn and the feathers started to appear to me there aswell. Bug probably?

Strangely enough the effect from Adaptive swarm will attach itself to the Ash Feather.

The drop everywhere, not just dragon isles.
I just had one pop outside auction house in Stormwind.
Matter of fact its the quickest way to get them, just wander around outside the auction house with the buff.

they also de-spawn if you don-t loot them.

Alright, so I went to Winterspring on top of a hill (/way 54.1 44.7), and tested it out, because it's easier to see them from above.

They spawn every 15 seconds or so
They spawn in a ~30 yard radius around your character
They despawn 30 seconds after spawning
There's always max 2 at a time on the ground
You can pick them up while mounted
They stack to 50
They spawn while you're standing still, moving or hovering

Mount choice doesn't matter but I did find that hovering like 30 yards in the air makes them spawn in a smaller circle and consequently makes them easier to pickup, so if you find the sweet spot to hover at they might just always spawn beneath your character.

I found the dragonflight alpha patch notes where these were added to the game. They ALSO added Talismano della Cenere della Fenice to a vendor in the spires of Arak in the same expansion. One of the necessary items to purchase that is 20 of a drop from the fire elementals in Un'goro... that show as a 0.02% drop rate (doubt it's actually THAT low, but after some farming it definitely is a rare drop). I feel like they have to be related.

In the Valkdrakken Crafting area I found 20 within 15 minutes. I just kept running circles and they were way easy to see.

They will also spawn in the air if you are flying and just idling around while having the buff. Thankfully, they can be collected without dismounting you.

My go to spot when it comes to this type of thing (like the ocean toy secret), is to go to the large floating island in Outland Nagrand at /way 70.31 69.88. Even on max ground clutter settings, there is zero ground clutter due to how old the zone is. So no need to change your graphical settings. Just sit there and the feathers will spawn around you. Easy to see.

I just went to the Burning Ascent (/way 54.30 63.94), used the Ash Feather Amulet I bought from Griftah at (/way 25.2 53.7), sayed mounted and farmed them as they appear witout a single battle.

How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement Tra l'incudine e l'Arakkoa. You can also confirm this by going to 52,40 in Guglie di Arakk and check if you can see Zektar. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of Guglie di Arakk and find Azik, who will give you the quest Le ombre di Skettis. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have Anzu give you the quest Il culto degli Oratori dei Corvi. Go through the questline until you get to the quest Il Gran Oratore dei Corvi, which will take you to visit Zektar and you are now able to purchase items from him. Now that you know you can see Zektar, it’s time to start the grind!

Step 3: To purchase the Talismano della Cenere della Fenice from Zektar you need one Brace della Fenice Splendente, 20 Cenere della Fenice Inerte and 10 Cenere della Fenice Sacra.
Brace della Fenice Splendente - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for Terre del Fuoco and defeat Alysrazor, who will drop the Brace della Fenice Splendente for everyone in the raid group. No previous quests are needed to get the item.
Cenere della Fenice Inerte - This item drops from Elementale Incandescente at Fireplume Ridge in the center of Cratere di Un'Goro. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The Elementale Incandescente shares its spawns with Fiammata Vivente, so make sure you kill both.
Cenere della Fenice Sacra - Head back to Guglie di Arakk and look around for cookpots around the area, and you will find the Cenere della Fenice Sacra inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 4: Once you have the above items, head back to Zektar and purchase the Talismano della Cenere della Fenice. This is just one of the items you need for the pet.

Step 5: Next you need to collect 20 Piuma Cinerea and 15 Cenere della Fenice Infuocata from the Sponde del Risveglio.
Piuma Cinerea - To see these items, go to Griftah and purchase Amuleto di Piume Cineree. Using this item will give you a 1 hour buff enabling you to see Piuma Cinerea on the ground close to Fenicetta di Lava and Fenice di Lava.
Cenere della Fenice Infuocata - These drop from Fenicetta di Lava and Fenice di Lava in the Sponde del Risveglio. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the Amuleto di Piume Cineree before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 Talismano della Cenere della Fenice, 15 Cenere della Fenice Infuocata and 20 Piuma Cinerea, head over to Tarjin il Cieco all over to the west side of the Sponde del Risveglio, coordinates 16,62, where he will have a quest called La storia della fenice, which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the Cucciolo di Fenice pet!

Used the amulet at 36:61 in Waking Shores and got all the ones needed in a matter of minutes. Only ever see one up at a time but new ones spawn frequently.

If you are after the Phoenix Wishwing a great hotspot for farming these in a Dragonflight region is at Burning Ascent (in Waking Shores) around /way 35.3, 66.80. south end of the bridge and particularly around Olphis the Molten (the Mammoth). Was able to pick up about 15 of these in about 10 mins. Just make sure you keep a sharp eye out as they spawn regularly and ensure you have the buff from the Ash Feather Amulet.

Found a few ash feathers in the new zone Zaralek Caverns, near the Viridian Throne. Potentially can be found in other areas too

Happened to have the buff active when I began a dig with Myrrit in the Titan room.

I was able to collect all 20 quickly as they frequently spawned in at a decent rate around the small dig room.

Hasn't been noted yet on this page, but Amuleto di Piume Cineree can also be used in Un'goro Crater to collect feathers while farming Cenere della Fenice Inerte. This is double confirmed now on beegkitty's comment. Feathers can be collected while using flying mount.

Absolutely do this during a dig in the Caverns. All 20 in 4 minutes. It's a finite space so they pop all around without any traveling.

I can see from everyone's comments that we are all finding Ash Feathers in new and different places!

I had finished a Mythic 6 of Neltharus. I knew the birds were in there. I just went ahead and used the necklace, just in case. I was with a great group, and we finished well under the allowed time. A friend messaged me and asked me to complete the Torghast Level 12 achievement. It was going too fast and efficiently, and I never noticed if there were any feather's on the ground.

A friend messaged me and asked me to complete the Torghast Level 12 achievement. I still had the buff and started the Torghast run. I kept noticing red things on the floor. I had no idea until I cleared the second floor, looked back, and noticed all the red "spots" on the ground. It took a second to walk around - every one of the red spots was a feather. They were slowly disappearing, so I picked up as many as I could before they were gone. There were even ones slumped over the stairs.

We were not trying to go for a time and empower bonus' I would have slowed down to pick up all 20. Even with the short seconds I had, I picked up 10. This happened in both Mort'gar and Upper Reaches. I don't know if it happens in lower levels or just those two or what, but if you have some past achievement, you want, or you are missing a pet, etc. It could be worth your time.

Used amulet and Phial of perception. Went inside Neltharus normal and noticed that these were spawning in the entrance of the dungeon (no fighting needed). Picked one, waited for few seconds and new feather appeared to different part of the area. Weird but ok.

Best place I found was around 87, 27 in Ohn'Ahran plains, on the grassy ledge.
Turn the Environment Detail and Ground Clutter settings to 1 and stand next to the cliff. Kill the critters if that helps.

I guess the feathers can be found on many locations when you have the buff, ive been waiting for Shadehounds hunt in the Maw and had few feathers there on the ground as well

this time it is much easier to get the inert ash now that both elementals can drop it. getting the sacred ash from the cookpots seemed easier too.

What may have gotten much worse is the smoldering ash drops, which was the easiest part last time. killing phoenixes in the same 2 places in waking shore is rough.
