Glimmer of Fire gives Dragon Isles Enchanting Knowledge and can drop from Elemental Storms.

There seem to be four total:

Glimmer of Earth, Glimmer of Frost, Glimmer of Fire, and Glimmer of Air

They can be disenchanted to gain 3 Dragon Isles Enchanting Knowledge

At the time of this post I assume they are one-time drop, but it is possible that they are a weekly drop as well.

Had this drop from a mob in a Fire Storm, but I cannot disenchant it. Every time I try, it casts but once the cast goes through I get an error message saying 'You can't obliterate this item.'.
The item is also non-destructible, so I'm stuck with this thing in my inventory but can't do anything with it. Currently waiting for weekly reset to see if it fixes the problem.

For reference, I also got the other three elements and was able to disenchant them without issue.

These items are a one time drop for the enchanting profession.

Barlume d'Aria drops from mobs within Primalist Thunderstorms.
Barlume di Terra drops from mobs within Primalist Sandstorms.
Barlume di Gelo drops from mobs within Primalist Snowstorms.
Barlume di Fuoco drops from mobs within Primalist Firestorms.

These are a one time drop that can be disenchanted for 3 Dragon Isles Enchanting Knowledge.

So it looks like these are locked by your enchanting specializations. You need at least 10 points in Insight of the Blue, then unlock Primal Extraction, no need to put any points in Primal Extraction.

I farmed the mobs in the Primal Storms for months with none of the Glimmers dropping. After unlocking Primal Extraction I got my first one in 10 minutes.

Not sure the intent with these now as the primal storms do not spawn nearly as frequently as they once did. Anyone specing into insight of the blue -> primal extraction now is going to have a much more annoying time farming these from each storm type.
