Found in front of Bukarakikk at 12.95, 49.95 on the ground. Went back to Tavio at 12.84, 49.18 and created the Talismano d'Osso di Pesce Volante which allows you to see pools of Saltatore Prismatico.

If you're facing Tavio or the Inn entrance, it's down the hill to the left towards the pier.

Just on your right about half way there is a big dead green fish / dragon (?) and you'll find the Flying Fish Bones on the ground near the skinning trainer.

Go back to Tavio, make the Flying Fish Bone Charm. You don't get anything in your bag, it just enables the pools of Prismatic Leaper Schools to show up on the mini map.

Seems to require some fishing skill before this will show up on the ground? I looked a few times across several logins & never saw it, then thought to fish a bit. I took 5 minutes fishing some pools until I got to 25 then checked again and it was right where all the comments say next to Bukarakikk.

I can confirm that this item will not show up unless you have 25 Dragonflight fishing skill. It is very obviously highlighted on the ground once you have the required minimum skill level.
