I've had good luck getting these from the Proto-Draco Primordiale in The Waking Shores around /way 80 24 Primal Proto-Drakes

That's pretty much where you started your Dragonflight adventure, so you might remember it.

As a tank, I just pulled a bunch and nuked them in AoE. Took me 3 pulls to get the item or around 10 drakes.

As a sidenote: Make sure to skin them, if you still didn't get your weekly Frammenti di Pelle Strana.

After doing this on multiple characters for a few weeks now I think the best spot to farm this is around Dragonscale Basecamp in Waking Shores. Just kill non-elite proto-drakes until it drops.

I received this killing the Deep Krolusks (yes, they aren't proto-dragons, but...) around Zaralek Caverns 44,29.
Considering this is a hotspot because of the Elusive Magma Cobra bait spawn, this might be a nice place to grab your drop if you are also skinning.
