Rebel Bruisers and mobs inside the reservoir structure at 47.89 59.41 in Thaldraszus drops them. Took <5 min to farm.

Update: As one of the comments below says, Rebel Bruisers are around the building now.

Update 2: Nokhud Raiders around the 83.4, 53.8 area in Ohn'ahran Plains are also blinged up post patch 10.0.7 and they seem to drop it as well

had no luck at the"rebel bruiser" farm spot so i went to "South Hold Gate" in Thaldraszus
Lots of mobs close together + bunch of treasure spawns (Dirt and Scout packs)

I swear this is the most annoying knowledge point to farm...I have all proffesions spread across my alts and each week I farm every item that gives knowledge and this one is by far the most time consuming one

Kill the caster like rebels under the main city. Bruisers can drop them too but you are more likely to see them drop from the casters in that area. I kill like 2-4 casters and i get one, where if i focus on bruisers it may take 10-30 kills before i see one.

Had this drop from gnolls at the beach in Brackenhide Hollow. Might be a good alternative to farm it there; especially if a storm or WQ is up.
