The "caster" / 4-legged dragonkin drop these (ty to Bejeta) - there are spawns in all zones.

Arcane Manipulators in Azure span is a fine spot @ /way #2024 66.4 59.4
and you can continue with Thieving Conjurers @ The Lost Ruins to the north (/way #2024 69, 45) if the manipulators don't drop it.

I just got the drop in 3 kills from vlaflipp's spot just east of Valdrakken, the rebel camp, again targeting the 4-legs ( /way 45.76, 56.59)

There may very well be some sort of bad-luck protection with these drops.

Best place I've found is just east of Valdrakken, a verry high density with dragonkind. /way 45.76, 56.59

tried all the sites, and only got it after an hour. Stupid, frustrating RNG/ Literally a joyless hour. Blizzard, do better.

I have had them drop from the Ghostly Researchers a number of times along the "Acidbite Ravine" in Zaralek Cavern. I mention this because in doing weekly Loamm Niffen rep quests, to get sparks for crafting, they are along the way to the northern world quest sites and easy kills. I have also received the Iskaaran Trading Ledger from Smelly Trash Piles along this same lava river so its a win win as the Niffen say.
