This @#$%ing thing is currently bugged to where if you die with the Debuff that does 100% of your HP as a DOT, then the #$%^ing PHIAL doesn't reset and gives you the buff that gives you the crit.
You therefore have an empty Phial that does literally nothing, the only way to reset this atm is to Logout and back in, to get the buff back.
Please Report this so that Blizz can fix it in the next week or so instead of 2 patches because they are incompetent.

i dont understand how sitting away from keyboard is considered "suffering" for my hp when the debuff tiggers outside of combat with no debuffs / aoe dmg taken etc
