It says that increasing the rank is supposed to reduce the cost, but I went from rank 2 to rank 3 just now and the Leystone ore cost is still 15 (instead of 6 as listed here).

You need a minimum of 25 skill points in legion engineering to see the world quest. I had 11, told the work order was active and couldn't see it. As soon as I hit 25 skill points, it showed up on my map.

If you can't see the WQ on the map and you're sure it is available today, try leveling your Legion Engineering skill a little.

I wasn't able to see information on this anywhere so I'll share what I found out.

I never played my engineer during Legion but I wanted to learn the rank 3 Auto-Hammer recipe as that is still a nice utility item. I wasn't able to ever see the world quest for the rank 3 spawn on the map. My Legion engineering was 1, however, I tried leveling it and managed to see the world quest after I got to 38 (so some level before that is likely a requirement to see it). An easy and cheap way to level Legion engineering I found was crafting Leystone Buoy, their recipe (Schema: Boa di Fagliaroccia) dropped fairly quickly off killing Bitterbrine mobs in Mak'rana in Azsuna.
