OK, guys. Let me clarify why (most likely) you can't start the quest.
It just might have been disabled by Blizzard. You see, the item provided for this quest ( Explosive Ice ) is not labeled as quest item, is not restricted to a zone or a monster to be cast on.
So on, a genius expoliter known as Shorty from RAOV (Random Acts Of Violations) used the item to almost oneshot raid bosses with it, since the "increased damage" is actually around 10-20 times or even more.
Also, if you get the ingame link and actually check the item ingame ( Explosive Ice ), server says "Retrieving item information", which means that the item practically exists in the game, but has no information associated with it. Instead of fixing the quest item, Blizzard (again, most likely) decided to just remove the quest in general, because it's easier. :)
