It's the rocketpack you get in the Icecrown Citadel Gunship battle.

You speak to Zaphod (He's on your gunship) and you need it to bounce between the Skybreaker and Orgrim's Hammer.

It actually shows up on your back as two, taped up rockets, not unlike the Rocket Chicken.

I think Zaphod should be an ogre mage due to both having two heads.

This does not take druids out of bear form. It does, however, take druids out of every other form.

It let me stay in cat form...

You can jump to the catwalk above the airship that holds the two baloons with this thingy :D
First, jump on the bomb-cannon-thing in the airship.
Then, jump on one of the pipes that come out of the bomb-cannon-thing.
Now zoom in, look up, use your rocket pack and target somewhere on the catwalk (you won't see where you're targeting, but the cursor will lit up blue, indicating that you're in range).
As you fly up and almost in the same level as the catwalk, push W to fly forwards a bit and Ta-da! You're on the catwalk :)

I'm probably the only person who will ever attempt this but the jetpack does not work if you are disguised with the gordok ogre suit.

If you're an engineer like myself and teleport to Netherstorm before raids for a costume, then you're screwed. The hour long debuff cannot be clicked off or removed for an hour and prevents you from using the rocket pack. Hopefully they fix this soon.
