The elitest jerks guys were nice enough to figure out how much armor bosses have.
See thread here. Apparently, via beast lore and something other testing they have come up with this.

Now!

15.4 Armor Penetration Rating = 1% armor ignored.
Boss Armor 13083.
1% ArP = 130.83 Armor Ignored.

After full raid debuffs it comes out to...
79.98 Armor Ignored = 15.4 ArP = 1%

The ArP on this ring basically gives 212.5 armor ignored. Again, with full raid debuffs.

What does it all mean? ArP sucks. The bread and butter of this ring is the Agility, Attack Power, and yellow socket.

Edit: ArP isn't so bad anymore. =P

armor penetration sucks, really bad. not a bad addition though, seeing as though even without the armor penetration, this ring is still nice. was a killer farming for the dragon's eyes though.

Undoubtedly the worst ilvl200 epic ring, bar none. Considering how many stats are completely wasted on armor penetration, you're much better off farming the epic ring in H Gundrak, or just spending the extra 5000g or so (depending how expensive Dragons Eyes are on your server, they're 500g a pop on mine) on the Dalaran ring. Plus, I'll bet it's a pain finding a JC who bothered to waste 6 days worth of dailies to get plans for it at this point in the game.

As Dean Wermer would have said, "Fat, drunk, and boasting about your 41 armor penetration epic ring is no way to go into Naxx, son."

APR is definitely not the greatest DPS stat in the game, but it is far from useless. For many specs, especially rogues and fury warriors, it is a little better then attack power. Also, the down voted comment below is correct, the overall impact of a single point of APR increases with the total APR you currently have. This is due to the equation M = (AC)/(AC + 467.5*L - 22167.5). Where M is mitigation, AC is armor class, and L is the mobs level. What this formula means is that the lower the mobs AC is, the bigger benefit it gets from AC. Thus if you are already ignoring a large portion of a mobs AC, if you ignore even more you gain a bigger benefit.

The point is that not many people would say that this ring sucked if it had 125 bonus attack power and no APR, but for many classes (Warriors, Rogues, and blood Death Knights) APR is as good or slightly better than attack power. The ring is easy to obtain, and much cheaper than the Dalaran ring. It's a good investment for a physical DPS class that want to be competitive in Naxx quickly.

I think this is also a great ring for BM hunters, as in raids most of our damage is physical (as opposed to MM hunters who do alot of magic damage). True I do love attack power (and always choose high agility items), but I'm trying to stack as much ArP as I can, while some of my marks buddies are stacking haste.

Funnily enough, for Ret Paladins, the blue level 78 Jewelcrafting ring, https://www.wowhead.com/wotlk/item=43251, is actually better for DPS than this one. Unsure if this is true for other melee classes.

For any warriors either Arms or Fury also stacking ArP for ulduar this ring is great to replace Ring of Invincibility or Ruthlessness with (to dual equip with sarth 2d 10 man ring)

I just re gem'd for full armor pen and am nearing 35% in fury,45% in arms respectively w/o mace spec and the dps increase is amazing to say the least.
