Pretty solid pre-raid shoulders for an Enh. Shaman, dripping with precious hit rating.

EDIT: This comment seems to go up and down a lot...let me clarify a few things for those of you who don't quite understand.

As an Enhancement Shaman, as well as pretty much any other dps class, hit is the most important stat to work on capping, and should be your first priority. This pair of mail shoulders is the only pair with any hit on them pre-raid. As it is very difficult to cap hit with pre-raid gear (if not impossible), you will need every point you can get a hold of. I'm not saying these are the best, but they are a very solid choice and will do you well until you pick up T7 or something like Shoulderpads of Secret Arts. By the time you get either of those, you should probably have enough hit on other pieces, in gems, or through enchantments.

I'm sure hunters can use them to the same extent as well.

Most certainly. Much of the pre-raid mail gear has gobs of AP and Crit on it. There are only a few mail iLevel 200 items that have hit and AP on them. The abundance of Crit rating on other gear means that as you move up from your level 77-78 crafted/quest items that had AP and Hit on them, you'll watch your hit rating nose dive!

Hit rating is rather vital, and transfers to your pet, which makes it even more noteworthy. While you can use the popular Spaulders of the Black Arrow instead, after Shaman/Hunter Int-To-AP talents, the Jormungar shoulders here have 6 more AP but lose about 0.9% Crit or so. Personally, I'd rather be sure that every Serpent Sting and Kill Shot is going to land rather than edge my Crit up a touch. Especially with most of the other gear swimming in Crit rating.

So yes, these are great for hit-capping Hunters and Enhancement Shaman.
