For transmog purposes, I would recommend this: Cintura di Cuoio di Scaglie

As for boots. A lot of different possibilities because of the robe. Many AH boots will do.

When farming the reputation needed for this transmog set you can complete it by only reaching honored on two factions. You can get the shoulders/robe/gloves from different sets by being honored with Honor Hold. Being honored with either Lower City, Cenarion Expedition or The Sha'tar gives you the reputation to buy legs and the helmet.
