You will need a level 120 Gnome that is Exalted with Gnomeregan. The quest "Shifting Gears" can then be picked up from Ace Pilot Stormcog by the Stormwind Embassy, and will lead to the chain that results in obtaining this transmog set.

Surprisingly, the upgraded form of Aluneth goes well with this (if you're a mage that is).

Heritage armor:
The ones of allied races require to level up one character of that race without a level boost (heirlooms are allowed) and gain the achievement (like Il retaggio dei Forgialuce). Once earned, you can use this transmog on every alt of that race.
Older/main races may complete a quest chain to get their heritage armor (level 50+ and possibly additional requirements, depending on their race).
With 10.1, heritage armor quests for non-Allied races no longer requires exalted reputation with their home factions.
In case it doesn't pop up on log in, try to visit the Embassy to find the quest giver (Stormwind / Orgrimmar). A relog might also be helpful if you've just leveled up.

Cannone d'Arcanite a Vapore is the best hunter weapon, IMO, to go with this set.

I've gotten the Tauren, Dark Iron, Dwarf, Blood Elf, Gnome heritage sets so far and the Gnome one is far and away the best-looking in my eyes.

It should be noted that you will also have to complete the BfA storyline quest up to Stay of Execution (Rinvio dell'esecuzione), which is past the point you need for the Zandalar Trolls or Kul Tirans. This completion does not count cross faction, meaning you will need to complete the storyline on Alliance even if you have already completed it to this point on Horde.
