Can Confirm I got the robe from an Island Expedition today. Normal, myself at 116, a friend at 120 and another friend at 110.

You have a small chance of getting this gear if you kill fire elemental mobs, and loot their chests, during a fire elemental invasion in Island Expeditions.

These sets are obtainable by Island Expeditions. It appears that the difficulty does not matter, but theme/kind of enemies that are on the island.
None of them are class limited, but some are identical to prevoius existing sets and can be mogged by everyone with this amor type now.
