I can confirm that these pieces are rare drops from Island Expeditions. I ran several Normal expeditions today and the Frostwind Pants dropped at the end of my last one. I was excited until I realized that these were the pants, which no one can see when you have a robe on. Also, I'm a Priest so I can confirm that the island transmog pieces will drop regardless of what class you are.

These sets are obtainable by Island Expeditions. It appears that the difficulty does not matter, but theme/kind of enemies that are on the island.
None of them are class limited, but some are identical to prevoius existing sets and can be mogged by everyone with this amor type now.

Just got the frostwind Mantle, notable mobs that may have dropped it was Ice trolls that were all over the island and the event was black dragon. Im about 80% sure the ice trolls dropped it just cause its kind of in theme and also people were getting frostwind pieces before the black dragon events were added.

I really love the colour of the shoulders. Fits with a lot of blue priest sets and pieces and makes you definitely stand out. It's a shame it's very expensive at AH and a rare drop in Island Expeditions. :/
