All pieces drop from the final bosses of the scenarios that become available if you do the invasions.

Because it's called "Vileweave", I'd assume this was intended as the Warlock's Broken Shore armor.

These set pieces have a chance to drop off a final boss of a Legion Assault on the Broken Isles.
They can also drop from individual invasion world quests

Your spec doesn't appear to matter. As long as your class can equip the weapon, you have a LOW chance of receiving it.
Some of these weapons may have been a reward from the pre-Legion invasions on Azeroth?
