The visual effect here is that the shoulders slightly glow.

When using specific spells or emotes the shoulders, helm and belt will light up. Using Shadowfiend/Mindbender will give the character a green glow and your character will appear to be sparkling when casting a few healing spells.

The MoP (Priest) Challenge Mode transmog set is going to be no longer available with the release of the Warlords of Draenor pre-launch event patch, or slightly before then.

The reasoning for removal of the sets is summarized by Bashiok on the WoW forums:

The short of it is, Challenge Mode is based on it being a challenge with current mechanics and, lots of mechanics will be changing in the pre-expansion patch.

For a cloak, Drappo dello Schiantasogni matches pretty well.

For a matching staff, I'm partial to Patto Gemello. It's not used as often for transmogrification purposes (especially for cloth casters!) and, for me, it still makes me feel "shadow-like" when using a set that overall feels like it's graphically meant for healing priests.

If you're like me and dislike the MoP belt models here are a couple of options for you.

Braid of Salt and Fire - Matches the colors perfectly.
Malefic Girdle - Matches a bit less, but is a slimmer belt, and it does go with the ornamentation on the robe.

I've only ever rolled warriors, DKs, and Hunters. I am now jelly of the class I thought so squishy. But at least I get to smash some good looking skulls in!

I wasn't terribly excited about any CM sets but I actually fell in love with this on my dwarf. The way his beard clips the hat isn't too bad, for once. So worth it. I'm sticking with this for good I think. No cloak. The detail on the back is too nice to cover, imo.
I had Bastone del Benedetto in my bank still. The colors might not be perfect, but I felt like it's the most priest-y staff you could get, pretty much. Jade Spirit helps, right now.. Bastone Torrenziale del Gran Magistro might be on my farming list in the future, though.

If your feeling more blue for the dress then try Will of Edward the Odd, looted this though my garrison and noticed it matches the set quite well.

Drappo del Concilio dei Sargerei is an absolutely perfect match for this. It's like it was meant for this set.

Andoros, Pugno del Re Dragone goes well with it, I often find myself stuck with one handed weapons. Also In MoP i was broke, and I sold the wrists for 90g and when i went to the vendor to buy it, everything was red, My paladin was who i first did the challenge modes on and she has everything, well, not red. Anyway i can get the bracers again? Not like they show but, just for the entire set i guess.

Also, Mazza dell'Amore Non Corrisposto Is a good mace too, various versions of Light's Wrath (discipline legion weapon) looks nice too, These weapons aren't what I seem to see ever being farmed and I obtained them through them being random loot. But it is hard to get a good match.

As of Dragonflight 10.0.5, this set unfortunately appears to be bugged and no longer animates with spellcasting or emotes. If someone knows differently please let me know which spells cause the glow procs on the shoulders and helm. My hunter set from MoP CM still animates when in combat.
