Got the shoulders from this set when completing the WQ to kill Arin'gore in Maldraxxus. This color tint is called "Unity" and at the time of the kill I had the abomination named Unity from the last tier of the abomination stitching yard. Other people have found these set items from WQs while using Untiy as a pet.
Perhaps you need to be using Unity in order for these items to drop?

Got 1 piece from maldraxxus WQ with Unity construct with me. Got a second one from calling quest, also with unity by my side. I'm yet to receive any from WQs in other zones. So, right now confirmed requirements are:

1. Getting a Unity construct (lvl 5 stitchyard) and choosing him as your companion
2. Completing Maldraxxus WQ (so 5-6 attempts per day) or Calling quest (mine was for Ardenweald)

You have a low chance to obtain duty-bound set items by:

Completing Maldraxxus world quests while Unity is with you.
Turning in calling quests while Unity is with you.

You must have a level 5 stitchyard to unlock Unity.

I've been working with another player that has Unity. We have figured out that the chance to get the item is determined when the WQ/Calling appears. Every time one of us has gotten a piece, the other has as well when doing the WQ/Calling later. It's not always the same piece, as he pulled Boots from "Not Much To Goo On" while I got Bracers.

If you can find another player working on this mog, that will help narrow down the number of things you need to do to get the set.

We've confirmed through experimentation that the RNG is in fact on the WQ (different between US, EU,etc), once one is identified as granting a duty-bound drop anyone is rewarded if he completes that WQ. A discord has been set up to report : https://discord.gg/7RTfSC2v

I've just got the Guanti Pesanti dell'Araldo Ligio piece of Duty-Bound - Necrolord Covenant Plate Armor Set from completing the I potenti servitori di Maldraxxus world quest. Of course, while having Unità by my side at the start of this pet battle.
So, Pet Battle world quests can give armour pieces too! That's the whole point here. 🤷‍♂️

Can anyone else confirm that these armor pieces are still actually showing up with 9.2.0?
Been doing every single daily quest in Maldraxxus with Unity accompanying me for three straight weeks and have yet to see a single piece of armor.
I'm starting to think that there's more to the equation than just having a level 5 Abomination Factory and having Unity out.
Can having another pet (ie. hunter pet) affect it somehow?

EDIT:
Seems crying on the internet over it helped a bit.
Over the last two weeks I've collected no less than three pieces! So the pet theory didn't hold up, thankfully.

Tried speeding up gathering this set by running quests with Unity on multiple characters. Don't waste your time. Had 8 characters finishing 2 quests, that granted a piece of Duty-Bound set. All 8 of them got unity at about same time. All 8 of them got the same slot (3x leather, 3x cloth, 2x mail) on same quest.

There is no reason to get Unity on multiple characters with same armor type - you will just get duplicates.

As mentioned before, quests granting Duty-Bound pieces are region wide.

It's true the transmog pieces are awarded randomly to World Quests and Convenant Calling quests, but when the quest becomes active, the game will determine of that quest will reward a transmog piece (for that day only). All (necrolord) players will receive a transmog piece. Meaning that when your friend gets a piece from wq XYZ, you will also receive that.

My tip, there are discord groups out there that will inform you when a transmog piece can be earned that day. Removing the daily grind of doing all worldquest that day yourself.

Note: do not forget to bring the Unity companion with you
