You need to be at least friendly with argent dawn before he will talk to you.

I just turned this quest in. The repeatable quest is 20 Argent Dawn rep, compared to "consuming" the Valor Tokens for 100 rep.

some one just told me that u have to be wearing the Arg crusade trinket!

You have to have the Argent Dawn commission obtained in Chillwind Camp and wear the trinket in order to get scourgestones when you kill some mobs in EPL/WPL

Actually it's chillwind for Alliance or The Bulwark for Horde. Once you get the trinket Argent Dawn Commission then you just equip it and go to town on all the undead in WPL and EPL. You have to be wearing the trinket when you kill them otherwise you won't be able to loot the scrourgestones when they drop.
