You need to have done the quest for the Discs after the last boss in Uldaman to get this quest. You need to be level 45 to pick up this quest though. Once you get to 45, come back and talk to this NPC and he will give you this quest. It's an easy Fed-Ex quest chain, worth around 20,000 XP and good rewards.

Just to be clear, once you turn in the quest in Thunder Bluff or Ironforge, the NPC will send you away to get your 'reward'. However, once you complete that part, go BACK to the NPC that you gave the discs to, and he will have a new quest. He won't give you this quest until after you collect your reward from the other NPC.

This quest chain starts in Uldaman, in the room behind Archaedas (the last boss).

First off, you need to be lvl 40 to accept the first quest.

Then you need to be lvl 45 to accept the next quest

Finally, you need to be lvl 46 to accept the last quests
Return to Thunder Bluff for Horde and Return to Ironforge for Alliance

This quest does count towards Loremaster of Kalimdor.

Blizzard really needs to make "Plates of Uldum" drop from Yogg-Saron or Algalon in the new Ulduar; this quest chain was awesome but being left "hanging" from it was a bit of an oversight on their part.

As the follow-up quest was removed in Cataclysm (), it's safe to assume that this 'go talk to' quest was also removed as well.
