This is a quest in a chain of 23 that runs pretty much all over the map.
However, it all starts with the Fallen Hero of the Horde.

Technically, it's four chain quests that tie into each other:

Chain 4:

Completing the entire chain gives you the following:
103,685XP at appropriate level
Shard of Afrasa

What are you implying, <name>? Of course I relayed those orders! The soldiers I sent the orders with were ambushed and brutally beaten by murlocs. Only one survived, if you can call that surviving. He can hardly speak, cannot walk, and must be fed through a tube. If you want to know what happened to those orders, speak with Bengor. I'm sure he is around here somewhere... and, <name>, be mindful of what you stick your nose into - it may get bitten off.
