This is believed to find out what the Twilight Hammer is up to, and the ritual seems to summon the spirit, or essence, of Cho'gall, who seems to be the mastermind behind the cult.

Appears to be bugged on (some?) servers as of this evening, first day of event release. You can tell if it is bugged if you see many people standing at the altar or even in line behind the Overseer.

Overseer Talathor summons the Image of Cho'gall along with a group of cultists on a Twilight Hammer altar for this quest nearby. This is what he has to say:

Image of Cho'Gall says: I see you are growing in numbers, my brethren. Tell me of your progress in implementing our master's plan.
Overseer Talathor says: Work on the devices is proceeding as you have directed. We will soon be ready to carry out the next phase of your orders.
Image of Cho'Gall says: Then all is in order. The master has given us a mission of the utmost importance and he will not suffer failure.
Image of Cho'Gall says: You are the instrument the master will use to bring an end to this world and reforge it in his image.
Image of Cho'Gall says: When they are completed, you will hide these devices all over Stormwind.
Image of Cho'Gall says: At the appointed time, they will unleash wind and water elementals, engulfing the city in a tempest and setting the stage for our master's glorious return!
Image of Cho'Gall says: And then, my brothers and sisters, we shall shed these frail forms and ascend to immortality!
Overseer Talathor says: It will be as you say, my lord.

Make sure you are wearing your Recruit's Robe in order to accept the quest! The quest giver is the same lady you turned in the previous one to. The troll in the cultist camp right by that little house. I went and did some PvP before I continued to this part and totally forgot I didn't have my robe on like a noob :(

The quest seems to be glitched, and not working on the Steamwheedle Cartel server. A bunch of us waited for over a half hour and he never appeared so we could complete the quest.

It's broken, at least for the time being, on US-Nazgrel as well. I waited about 25-30 minutes with a group of 7 or so other people, and he never showed. :/

Tested at 23:35 on Kargath - EU and worked just perfectly fine

I sat there for thirty minutes to find out when I first accepted the quest, I wasn't paying attention and everyone ran away before the quest was complete.

Abandon your quest.
Go back to the NPC and accept it again. A group of NPCs will spawn and follow an Overseer to the altar's location, the guy will spawn and talk.
Turn back in to the NPC.

Waited 30 minutes for nothing, lol.
